Recess is a privilege

Recess is a privilege because what if it was raining outside or there is a tornado or a blizzard would the teachers let them go outside? What if a kid did something really bad like punch the teacher. Why would the teacher let them go outside? Indoor recess should be able to be taken away too if something happens or a kid does something really bad too. What if a kid doesn't do their homework or lies and says they had something going on that night so they could get out of doing their homework? What if a kid lies at all? What would the teacher do then? That is why recess is a privilege.
